In less than two weeks, the Rio Grande do Sul faces the biggest tragedy of its history, with a devastating toll of more than 100 fatalities, 1,4 million people displaced and entire cities submerged. On Thursday (9), the Federal Government presented new measures to help victims of the floods in Rio Grande do Sul, including advance payments of the Bolsa Familia, Gas Allowance e Income Tax refund, in addition to lines of credit with reduced interest aimed at families, companies and small farmers. These economic initiatives aim to have an estimated financial impact of $ 7,69 billion in public coffers.

Furthermore, the economic measures implemented to date by the Government have been categorized in groups, in the following way:
Salaried workers
- Advance payment of salary allowance for approximately 705 thousand registered employees;
- Authorization of two extra installments of the unemployment insurance for beneficiaries prior to the declaration of calamity;
- Acceleration of the processing process income tax refund for residents of the state of RS. The Government estimates that all refunds will be completed by June.
Beneficiaries of social programs
- Advance of benefits Family Bag and Gas Allowance scheduled for the month of May.
States and municipalities
- Investment of R$200 million to enable state banks to finance investment initiatives infrastructure reconstruction e economic stabilization;
- Driving credit transactions backed by a guarantee from the Federal Government.
Companies
- Injection of R$4,5 billion into Operations Guarantee Fund, aiming to enable the release of R$30 billion in credit destined for micro and small companies through the National Support Program for Micro and Small Businesses (Pronampe);
- Allocation of R$1 billion to offer discounts on interest on loans acquired through the pronampe;
- Allocation of R$500 million in Investment Guarantee Fund (FGI) to make credit of up to R$5 billion available to companies, through the Emergency Credit Access Program;
- Extension of the payment period federal imposts and Simple national for at least three months;
- Elimination of the requirement to present the Negative certificate of company debts to obtain loans from public financial institutions.
Farmers

Proposals from parliamentarians to help Rio Grande do Sul
In addition to the measures mentioned above, several parliamentarians are proposing to allocate resources for amendments to help the Rio Grande do Sul.
Last Tuesday (7), the minister of Institutional Relations, Alexandre Padilha, declared that the Federal Government plans to authorize, this May, deputies and senators to reallocate part of their parliamentary amendments for emergency actions in the state of Rio Grande do Sul. He highlights that this will allow resources to be directed to works and acquisition of equipment, essential to provide immediate assistance to flood victims.
The rapporteur of the Budget Guidelines Law (LDO), congressperson Danilo Forte, argues that at least R$2 billion be allocated from parliamentary amendments to recover the Rio Grande do Sul. Your proposal suggests that resources be taken from the R$5,6 billion allocated to commission amendments in the Annual Budget Law (LOA) of 2024. This amount was limited by the president Squid to reduce the deficit in public accounts.
