The return of Twitter
Anyone who tried to upload and send posts to Twitter was pleasantly surprised: the social network is now working again via app for a large portion of Brazilians. However, according to reports, it still cannot be used via browsers. It was also noted that the service is working better for those who use Wi-Fi networks instead of mobile data. However, some people were able to use the app using mobile data.
It is not known whether this is a major bug or whether some agreement was reached between Twitter and Brazil that allowed this release, but, as of the closing of this article, the Supreme Court, which ordered the blocking of Twitter in Brazil, had not spoken out about the unblocking that would allow Twitter to return.

Chronology of events
Without an official confirmation of whether Twitter is back or not, this story began on August 28, 2024, when the Supreme Federal Court's account on the social network sent a demand that Elon Musk appoint a legal representative in Brazil within 24 hours. Remember:
The order was not complied with by Musk and, on August 30, 2024, it was determined that the social network was blocked throughout the country. In the early hours of August 31, some people already had problems liking, reposting and sending posts to Twitter.
On September 13, Elon Musk fulfilled part of his outstanding debts with the Brazilian Government: the billionaire made the payment of fines of 18 million, which also allowed Starlink and X accounts in Brazil to be unlocked. However, this has no connection with the unlocking of X in Brazil, as it is still necessary for the owner of the social network to indicate a legal representative who works here and responds to requests from the Federal Government.
UPDATE AT 12:29 on 18/09/2024: according to information obtained by portal Tele.Synthesis, Elon Musk ordered the change of X's IP in Brazil to Cloudflare, making it possible to bypass Twitter's blocking in Brazil. A change of CDN (acronym for content delivery network) by X was also detected, which allows some features to be activated again, since they also have their own IPs.
Anatel and the STF also emphasize that the blocking of X in Brazil remains in effect until Elon Musk appoints a legal representative for the social network. It is expected that everyone who managed to use Twitter today will have their access blocked again.
